The BIA, Navajo Area Office, Branch of Roads proposes to realign, widen, and pave approximately 20.3 miles (32.5 km) of Navajo Route 27 from Chinle to Nazlini, Apache County, Arizona. Between April 3 and June 20, 2003, SWCA Environmental Consultants completed data recovery at four sites along Navajo Route 27 between Chinle and Nazlini, Apache County, Arizona. The work was performed under that administration of the Navajo Nation Historic Preservation Department, Roads Planning Program, for the BIA, Navajo Regional Office, Branch of Roads, Gallup, New Mexico.

The scan team observed that the terms of public-private partnership contracts have evolved as the European countries have gained experience in their use, and business models and evaluations have become an integral part of the project selection and monitoring. To be effective, public sector projects auditors in Europe need a range of skills, such as value engineering, business modeling, capital budgeting, and performance auditing.

An elastoplastic damage model with rate effects was developed for concrete and implemented into LS-DYNA, a commercially available finite element code. This manual documents the evaluation of the concrete material model, including the section of the concrete model input parameters. The model is evaluated through correlations with test data: drop tower impact of 1/3-scale beams (plain and reinforced), bogie vehicle impact of full-scale reinforced beams, pendulum impact of bridge rails, and quasi-static loading of a safety-shaped barrier. Although this model was developed and evaluated for roadside safety applications, it should be applicable to many dynamic problems.

Fabric for Reinforcement and Separation in Unpaved Roads
Describes research on soil-fabric-aggregate systems to evaluate the effect a geotextile has on the performance of an unpaved road. Direct shear test indicated that nonwoven geotextile system developed interface friction value similar to the gravel alone, while the slit film and heavyweight woven systems generated friction angles about 20 percent lower. Model test on similar pavements systems showed that, in terms of rut depths, the nonwoven performed better than the slit film woven geotextile for all gravel thicknesses. For all tests, geotextile anchorage was observed to be unimportant, as the geotextile appeared to be stretched only within the distributed load area at that location.

Freeze-Thaw resistance is a key durability factor for concrete pavements. Recommendations for the air void system parameters are normally:6+/- 1 percent total air, and spacing factor less than.20 millimeters. However, it was observed that some concretes that did not possess these commonly accepted thresholds presented good freeze-thaw resistance in laboratory studies. This study evaluated the freeze-thaw resistance of several "marginal" air void mixes, with two different types of air-entraining admixtures-a Vinsol resin and a synthetic admixture.

This document summarizes information that was gathered to form a draft guide for curing hydraulic-cement concrete pavements. Draft guidance was based around type of curing used (water added, water retention by sheet, or curing compound) and around temperature effects. As a result of review by the project technical advisory panel, additional information was gathered from existing sources on several subjects. Laboratory studies were conducted on topics for which information was needed but not currently available. The result of the investigation was a set of guidelines that focused particularly on attention to details of moisture retention and temperature immediately after placing and on details of selection of materials for final curing and determining when to apply final curing.

Satellite Synthetic aperture radar (SAR) technology, in combination with interferometry (InSAR), has the ability to measure topography or ground movement to sub-centimeter accuracy. Many factors affect the ability to apply InSAR for the detection of slope movement. If these factors are considered, InSAR can often be successfully used to monitor slope movement. The Federal Lands Highway Program (FLH) of the Federal Highway Administration (FHWA) has initiated the project described within this report to evaluate the utility of InSAR technology to monitor slide movements that impact road networks. The project objective was to establish and demonstrate reliable, cost effective procedures to measure ground movement using InSAR in support of federal highways projects. This report describes the effectiveness of InSAR with other FLH data collections, including photogrammetry, field surveys, boreholes and slope inclinometers.

Long Term Pavement Performance Computed Parameter: Moisture Content
A study was conducted to compute in situ soil parameters based on time domain reflectometry (TDR) traces obtained from Long Term Pavement Performance (LTPP) test sections instrumented for the seasonal monitoring program (SMP). Ten TDR sensors were installed in the base and subgrade layers at each of the 70 SMP test sites monitored as part of the LTPP program. A comprehensive description of a new method developed as part of the study to estimate moisture content, dry density, reflectivity, and conductivity of the soil from TDR traces is provided in the report.

An elastoplastic damage model with rate effects was developed for wood and was implemented into LS-DYNA, a commercially available finite element code. This manual documents the theory of the wood material model, describes the LS-DYNA input and output formats, and provides example problems for use as a learning tool. Default material property input options are provided for southern yellow pine and Douglas fir. The model was developed for roadside safety applications, such as wood guardrail posts impacted by vehicles; however, it should be applicable to most dynamic applications.

Safety Applications of Intelligent Transportation Systems in Europe and Japan
With nearly 43,000 deaths a year on the U.S. roads, a need exists for countermeasures to reduce the number and severity of crashes. The Federal Highway Administration, American Association of State Highway and transportation Officials, and Natural Cooperative Highway Research Program sponsored a scanning study of intelligent transportation system (ITS) applications deployed in France, Germany, and Japan to mitigate traffic safety problems. Among the safety applications of ITS technologies the scan team observed were changeable message signs to manage traffic flow, automated speed management and control efforts to reduce crashes, video incident detection and an eCall system to improve emergency personnel response times, and driver assistance initiatives such as adaptive cruise control, lane keeping, and assisted braking.

Shored Mechanically Stabilized Earth (SMSE) Wall Systems Design Guidelines
As an FHWA design reference for highway projects, this report was prepared to enable the engineer to identify and evaluate potential applications of shored mechanically stabilized earth (SMSE) walls. Included in this design guideline are a literature review on similar construction and the results and interpretation of field-scale resting, centrifuge modeling, and numerical modeling of an SMSE wall system. Results of the centrifuge modeling and field-scale testing show that reduction of the reinforcement length to as little as 25 percent of the wall height provides sufficient wall stability, even under considerably high degree of surcharge loading.

Structural Behavior of Ultra-High Performance Concrete Prestressed I-Girders
Provides information about the next generation of concrete which is, ultra-high performance concrete (UHPC) which exhibits exceptional tensile and compressive strength characteristics that make it will suited for use in highway bridge structures. Prestressed highway bridge girders were cast from this material and tested under flexture and shear loadings. Tests that were conducted demonstrated that UHPC can carry all shear forces normally demanded of a prestressed I-girder and can also significantly enhance the flexural capacity of the girder. Based on research , a basic structural design philosophy6 for bridge I-girder design is proposed.

The Use of Lithium to Prevent or Mitigate Alkali-Silica Reaction in Concrete Pavements and Structures
This facts book provides information on lithium, its origin and properties, and on its applications. The mechanism of alkali-silica reaction is discussed together with methods of testing to identify potentially alkali-silica reactive aggregates. Traditional methods for minimizing the risk of damaging ASR are presented; these include the avoidance of reactive aggregates, controlling the levels of alkali in concrete and using supplementary cementing materials such as fly ash, slag and silica fume. The final two sections of the facts book discuss the use of lithium, first as an admixture for new concrete construction and second as a treatment for existing concrete structures affected by ASR.

Users Manual for LS-DYNA Concrete Material Model 159
An elasto-plastic damage model with rate effects was developed for concrete and implemented into LS-DYNA, a commercially available finite element code. This manual documents the theory of the concrete material model, describes the required input format, and includes example problems for use as a learning tool. A default material properly input option is provided for normal strength concrete. The model was developed for roadside safety applications, such as concrete bridge rails and portable barriers impacted by vehicles, but it should also be applicable to other dynamic applications.
