Shared-use paths are becoming increasingly busy in many places in the United States. Path designers and operators need guidance on how wide to make new or rebuilt paths, and on whether to separate the different types of users. The current guidance is not very specific; it has not been calibrated to conditions in the United States, and does not accommodate the range of modes found on a typical U.S. path. The purpose of this project was to develop a level of service estimation method for shared-use paths that overcomes these limitations. Based on the theory developed and the data collected, the researchers developed a level of service estimation method for bicyclists that requires minimal input and produces a simple and useful result.

Accelerating Construction and reducing crashes during the rehabilitation of a major downtown route - M-10 Lodge Freeway in Detroit MI. During the summer of 2002, MDOT performed rehabilitation on a busy downtown connector. M-10 needed full surface reconstruction, and five bridges over the road needed repair, removal, or replacement. The project covered approximately 1.3 miles of urban freeway. Using Weekend Closures to Expedite Road Rehabilitation and Minimize the Impacts on Motorists and Road Builders I-84 Banfield Freeway in Portland, Oregon.A growing number of rehabilitation projects have been done using a full closure approach, often with similar successful results. Contractors that are given full access to the road gain efficiencies that often reduce project duration and costs as well as improve the quality of the end product. These positive effects usually lead to increased favorable public sentiment, and potentially reduce both short- and long-term user costs.

Full Road Closure for Work Zone Operations: A Case Study Wilmington
Reducing the Impact of Construction During the Rehabilitation of a Major Interstate Highway Interstate 95 in Wilmington, Delaware. In order to reduce the impact on motorists and workers, and given the availability of an alternate route with ample capacity, DelDOT decided to use a full road closure approach for the I-95 project. I-95 would be shut down completely, one direction at a time, with traffic detoured to I-495. Alternate routes would need improvement in anticipation of increased congestion during the full closure. DelDOT partnered with other agencies, the public, and private businesses to ensure project success. Together, the stakeholders developed a traffic management plan titled The Five Elements of Mobility.

Guidelines for Dector Placement in High-Speed Approaches to Signalized Intersections
The objective of this research was to validate the new TxDOT procedures for loop dector placement on high-speed approaches to signalized intersections. The results of the field study revealed that the new loop configuration is as good as, and in some cases better than, the old loop configuration. Because the new loop configuration can detect vehicles further upstream for the a major intersection, it results in fewer vehicles being caught in the dilemma zone at the onset of yellow. In addition, the new loop configuration resulted in fewer vehicles running the red light, also a major cause of accidents.

Nearly 25 percent of fatal crashes occur at or near a horizontal curve. Hence, addressing the safety problem at horizontal curves is one of the 22 emphasis areas of the Strategic Highway Safety Plan prepared by AASHTO. Also, crashes at horizontal curves are a big component of the road departure crash problem, which is one of FHWAs three focus areas. This publication was prepared to provide practical information on low-cost treatments that can be applied at horizontal curves to address identified or potential safety problems. The publication concisely describes the treatment; shows examples; suggests when the treatment might be applicable; provides design features; and where available, provides information on the potential safety effectiveness and costs. The treatments include: Basic traffic signs and markings found in the MUTCD; Enhanced traffic control devices; Additional traffic control devices not found in the MUTCD; Rumble strips; Minor roadway improvements; Innovative and experimental treatments. The publication concludes with a description of maintenance activities that should be conducted to keep the treatments effective.

The primary objective of this study was to develop safety indices to allow engineers, planners, and other practitioners to preactively prioritize intersection crosswalks and intersection approaches with respect to pedestrian and bicycle safety. The study involved collecting data on pedestrian and bicycle crashes, conflicts, avoidance maneuvers, and subjective ratings of intersection video clips by pedestrian and bicycle experts. There were a total of 68 intersection crosswalks selected for the pedestrian analysis.

The team developed 25 recommendations for potential implementation in the United States.
