A Laboratory and Field Study of Composite Piles for Bridge Substructures
The purpose of this study was to investigate (1) soil-pile interface behavior of composite piles, (2) the long-term durability of concrete-filled FRP shell composite piles and (3) the driveability and axial and lateral load response of concrete-filled FRP composite piles and steel-reinforced recycled plastic piles by means of field tests and analyses. In addition, a long-term monitoring program was implemented at a bridge over the Hampton River in Virginia. In this document are the results of this study.

A Risk-Based Ranking System for CDOT Salt Pile Facilities
The goal of this research is to produce a preliminary facility ranking system, utilizing a riskbased model, that is protective of human health and the environment for salt contamination in soil, groundwater and surface water. Concurrent and parallel activities are to identify salt toxicity values that are appropriate to the ecosystem and habitat in which a facility is located and to develop an approach to identify and evaluate potential impacts to groundwater that may be used as a drinking water source. The objective is to replace a highly subjective backgroundbased standard for remediation with a risk-based, toxicological approach that is based on sound science and meets statutory requirements.

The American Association of State Highway and Transportation Officials (AASHTO) developed a comprehensive training program for organizations that deal with snow and ice as part of their winter maintenance program. This program was developed to assist the transportation community to understand and use the information that is provided from a Road Weather Information System, using this information to determine which of the tools (anti-icing, de-icing, plowing) to use to provide the best approach to winter maintenance. This program contains seven modules with the final module being a scenario room where the student can take the information that has been learned to solve true winter problems. Disc 1 contains setup program and scenarios; Disc 2 contains training content.

The BIA, Navajo Area Office, Branch of Roads proposes to realign, widen, and pave approximately 20.3 miles (32.5 km) of Navajo Route 27 from Chinle to Nazlini, Apache County, Arizona. Between April 3 and June 20, 2003, SWCA Environmental Consultants completed data recovery at four sites along Navajo Route 27 between Chinle and Nazlini, Apache County, Arizona. The work was performed under that administration of the Navajo Nation Historic Preservation Department, Roads Planning Program, for the BIA, Navajo Regional Office, Branch of Roads, Gallup, New Mexico.

The first part of this report involves the collection and compiling of information from each joint State-FHWA HPC bridge project and other HPC bridge projects. The second part consists of a review of the American Association of State Highway and Transportation Officials "Standard Specifications for Transportation Materials and Methods of Sampling and Testing", the AASHTO "Standard Specifications for Highway Bridges," the AASHTO "Load and Resistance Factor Design Bridge Specifications," and the AASHTO LRFD "Bridge Construction Specifications" for provisions that directly impact the use of HPC. The third part is the development of proposed revisions to the AASHTO specifications where sufficient research results to support the revisions. The fourth and last part of this report involves the development of specific recommendations for needed research where sufficient results do not exist to support needed changes in the specifications.

Segmental retaining wall (SRW) systems are commonly and successfully used in a range of applications, including highway projects. Their popularity can be attributed to a combination of reduced construction costs, versatility, aesthetic appearance, ease of installation, and an increasing number of proprietary designs available in the market. Despite these inherent advantages, there have been some reported problems with durability of SRW blocks in cold climates. The deterioration of some SRW installations in State highway agency applications has resulted in concern over the long-term performance of SRW systems and has led to stricter specifications and in some cases, restrictions on future use of SRW systems.

This research evaluated the effectiveness of a vehicle-activated strobe light and supplemental sign as enhancements to the W 10-1 sign (enhanced sign system) at passive highway-railroad grade crossings. Three study methods were developed for evaluating the effectiveness of the enhanced sign system including a before and after speed study, a driver survey, and a driver observation study.

Evaluation of LS-DYNA Concrete Material Model 159
An elastoplastic damage model with rate effects was developed for concrete and implemented into LS-DYNA, a commercially available finite element code. This manual documents the evaluation of the concrete material model, including the section of the concrete model input parameters. The model is evaluated through correlations with test data: drop tower impact of 1/3-scale beams (plain and reinforced), bogie vehicle impact of full-scale reinforced beams, pendulum impact of bridge rails, and quasi-static loading of a safety-shaped barrier. Although this model was developed and evaluated for roadside safety applications, it should be applicable to many dynamic problems.

Shared-use paths are becoming increasingly busy in many places in the United States. Path designers and operators need guidance on how wide to make new or rebuilt paths, and on whether to separate the different types of users. The current guidance is not very specific; it has not been calibrated to conditions in the United States, and does not accommodate the range of modes found on a typical U.S. path. The purpose of this project was to develop a level of service estimation method for shared-use paths that overcomes these limitations. Based on the theory developed and the data collected, the researchers developed a level of service estimation method for bicyclists that requires minimal input and produces a simple and useful result.

Evaluation of Slope Stabilization Methods
Originally, sixteen different products, including erosion control mats, mulches and tackifiers, were to be tested for this study.
The steep slopes and the severe weather at the site cause rapid erosion of exposed soils and would provide enough area to test several products. However, the severe conditions limited the plant cover established during the first growing season, so the slopes were re-seeded and fertilized several times during subsequent years. Because the re-seeding and additional fertilization were done using standard materials and methods, no data was available on the performance of the mulches,
tackifiers, and germination enhancers.

Fabric for Reinforcement and Separation in Unpaved Roads
Describes research on soil-fabric-aggregate systems to evaluate the effect a geotextile has on the performance of an unpaved road. Direct shear test indicated that nonwoven geotextile system developed interface friction value similar to the gravel alone, while the slit film and heavyweight woven systems generated friction angles about 20 percent lower. Model test on similar pavements systems showed that, in terms of rut depths, the nonwoven performed better than the slit film woven geotextile for all gravel thicknesses. For all tests, geotextile anchorage was observed to be unimportant, as the geotextile appeared to be stretched only within the distributed load area at that location.

The Humphrey bridge was constructed during the summer and fall of 1993 in Cattaraugus County, New York. Performance of the bridge was monitored for 35 months, beginning approximately 8 months after installation. Monitoring involved gathering and evaluating data relative to the moisture content of the wood components, force level of the stressing bars, and behavior of the bridge under static load conditions.

Freeze-Thaw resistance is a key durability factor for concrete pavements. Recommendations for the air void system parameters are normally:6+/- 1 percent total air, and spacing factor less than.20 millimeters. However, it was observed that some concretes that did not possess these commonly accepted thresholds presented good freeze-thaw resistance in laboratory studies. This study evaluated the freeze-thaw resistance of several "marginal" air void mixes, with two different types of air-entraining admixtures-a Vinsol resin and a synthetic admixture.

Full Road Closure for Work Zone Operations: A Case Study Wilmington
Reducing the Impact of Construction During the Rehabilitation of a Major Interstate Highway Interstate 95 in Wilmington, Delaware. In order to reduce the impact on motorists and workers, and given the availability of an alternate route with ample capacity, DelDOT decided to use a full road closure approach for the I-95 project. I-95 would be shut down completely, one direction at a time, with traffic detoured to I-495. Alternate routes would need improvement in anticipation of increased congestion during the full closure. DelDOT partnered with other agencies, the public, and private businesses to ensure project success. Together, the stakeholders developed a traffic management plan titled The Five Elements of Mobility.

Good Practices: Incorporating Safety into Resurfacting and Restoration Projects
Integrating safety improvements into resurfacing and restoration projects is a subject of long-standing interest by Federal, State, and local transportation agencies. A Scan Tour was conducted to identify and subsequently observe good practices in this area. The Scan Team met with each state DOT and county agencies in three states and observed completed projects in all states. This report identifies a set of common issues host agencies confronted in developing integrated resurfacing-safety improvement programs, and also observed a set of common success factors.

Guide for Curing of Portland Cement Concrete Pavements, Volume 2
This document summarizes information that was gathered to form a draft guide for curing hydraulic-cement concrete pavements. Draft guidance was based around type of curing used (water added, water retention by sheet, or curing compound) and around temperature effects. As a result of review by the project technical advisory panel, additional information was gathered from existing sources on several subjects. Laboratory studies were conducted on topics for which information was needed but not currently available. The result of the investigation was a set of guidelines that focused particularly on attention to details of moisture retention and temperature immediately after placing and on details of selection of materials for final curing and determining when to apply final curing.

Guidelines for Dector Placement in High-Speed Approaches to Signalized Intersections
The objective of this research was to validate the new TxDOT procedures for loop dector placement on high-speed approaches to signalized intersections. The results of the field study revealed that the new loop configuration is as good as, and in some cases better than, the old loop configuration. Because the new loop configuration can detect vehicles further upstream for the a major intersection, it results in fewer vehicles being caught in the dilemma zone at the onset of yellow. In addition, the new loop configuration resulted in fewer vehicles running the red light, also a major cause of accidents.

Identification of Appropriate Investment Levels to Improve and Maintain Seatbelt Usage Rates in The State Of Colorado
The study was designed to gather data from both primary and secondary states regarding investments in informational and educational messages on the use of seat belts. This investment data was correlated to seat belt usage rates. Within secondary states, the coefficient of determination was .99, indicating that most of the variability in usage rate change was due to the investments made in media and educational campaigns.

Unexpected interactions between otherwise acceptable ingredients in Portland cement concrete are becoming increasingly common as cementitious systems become more and more complex and demands on the systems are more rigorous. Such incompatibilities are exhibited as early stiffening or excessive retardation, potential for uncontrolled early-age cracking, and unstable or unacceptable air void systems. A protocol has been phased to allow relatively simple field tests to provide early warnings of potential problems.

Some examples are early stiffening or excessive retardations, potential for uncontrolled early-age cracking, and unstable or unacceptable air void systems. Several test methods have been reviewed to assess their usefulness in early detection and prevent pavement field problems. The protocol has two phases: relatively simple field tests to provide early warnings of potential problems and central laboratory tests to support and confirm the field work.
